It is an individual qualification, meaning that the person has undergone adequate training and is equipped with the expertise to install your system safely and reliably.
Many CEC installers are independent contractors installing solar systems for different companies. A retailer may or may not employ any CEC installers - for those that do not, they contract out their solar installation but in any case, they MUST use a CEC-accredited individual to install a system.
